Eleven days of recess. The Whip found time for Fox Business, Fox News, and a think tank’s new radio show. The district is still waiting.

The House left Washington on July 23 and doesn’t return until August 31. We took a break too — this is our first Daily since July 23, so today’s edition covers the full eleven-day window. Here is what the record shows the Majority Whip did with the first stretch of his five-week recess, what his accounts posted, and where the posts and the record part ways.
What He Actually Did
The microphone. Three appearances, none of them in front of a Minnesota mainstream newsroom, and none of them in front of a room of constituents.
July 23 — Fox Business, The Bottom Line. A ten-minute segment on the SAVE America Act and Iran. The program’s account quoted him: “If you can’t pass an 80% issue through the U.S. Senate that’s controlled by Republicans, I don’t know what we’re doing.” (That’s the show’s own posting of the quote; we have not yet confirmed it against the broadcast audio.) The “80%” is real polling — a Fox News poll conducted July 17–20 found 83% of registered voters favor photo ID to register and 77% to cast a ballot. What the framing leaves out is why the bill is stuck: passage requires 60 votes in a 53–47 Senate, and members of his own party — not just Democrats — have said the votes aren’t there.
July 25 — Fox News, Saturday in America with Kayleigh McEnany. A six-minute segment reacting to a poll finding 52% of Democratic voters view socialism favorably. He also cited a HarrisX enthusiasm poll: “Eight to nine out of 10 say they are showing up in November.”
Week of July 27 — The Jon Justice Show, debut episode. Readers will remember Justice from our July 1 edition: iHeart canceled his Twin Cities News Talk program in June layoffs. The Center of the American Experiment — a conservative Minnesota think tank — hired him, and his new show launched Monday, July 27. Emmer tweeted that day: “Glad to see you back on the air, Jon! Thanks for having me on your first show.” (The appearance is sourced to Emmer’s own tweet; American Experiment also posted a “SAVE Act update with Congressman Tom Emmer” segment on July 28.)
The paper trail. One official press release in eleven days: a July 23 letter, led by Emmer and joined by the three other Minnesota Republican House members, urging U.S. Attorney Daniel Rosen to prosecute Somali gang activity. The release quotes Emmer: “I’ve said it before and I’ll say it again, if you won’t assimilate, then get the hell out of here.” We found no record of a response from the U.S. Attorney’s office as of publication. The letter, its statistical claims, and their sourcing deserve more than a paragraph — we’ll return to it in a dedicated piece.
The district. We searched official channels, local outlets, and event listings across the window for any in-person, open-to-the-public event in the Sixth District. No record found. That does not mean nothing private or invitation-only occurred — it means no public event was announced or reported. His challenger’s standing critique — “He doesn’t hold public events... essentially a ghost to us” — went unanswered for another eleven days.
What He Tweeted
The accounts posted 43 times across the window. Most of it was the standard recess mix — colleague retweets, endorsements in Florida and Missouri primaries, a genuinely lovely pair of 40th-anniversary posts about Jacquie, condolences on the passing of former Rep. Kay Granger. But four posts made claims where the documented record adds context the posts leave out. We present both. You decide what it means.
“Following Walz’s Pardon” (July 30). Emmer and the delegation applauded the deportation of Tou Lue Vang, convicted in 2006 of first-degree criminal sexual conduct against a 10-year-old, “Following Walz’s Pardon.” The record: under the Minnesota Constitution, no governor can pardon unilaterally. The pardon was granted June 10 by the three-member Board of Pardons — Gov. Walz, Attorney General Ellison, and Chief Justice Natalie Hudson. CBS Minnesota described it as a “victim-backed pardon”; the victim reportedly supported clemency. Ellison’s office says it denied pardon requests from three other men convicted of sex crimes who faced deportation. Vang was deported July 10. “Walz’s pardon” attributes to one official a decision that constitutionally required three — and omits the victim’s reported position.
“This is Tim Walz’s Minnesota” (August 3). This morning, Emmer wrote that Arnold Kubei “stole $36.2 MILLION in Minnesota Medicaid dollars” and “sipped champagne in his mansion while selling the playbook to others.” The record: the Minnesota Department of Human Services — a state agency under the Walz administration — suspended Kubei’s two home-care companies on April 28, citing “imminent risk of harm” to clients. An administrative law judge upheld the suspensions after a June hearing, and the DHS commissioner accepted the recommendation. DHS confirms the companies received roughly $36.2 million in Medicaid and other state-administered payments before the cutoff. Kubei denies wrongdoing, and we found no record of criminal charges filed as of publication — which means $36.2 million is what the companies were paid, not what a court has found was stolen. The enforcement action the post doesn’t mention was initiated by the Walz administration’s own agency, three months before the tweet.
“Coming to Minnesota schools this fall” (July 27–28, retweets). Emmer’s official account retweeted @housegop: taxpayer-funded “MyGenderDolls” with swappable parts “are coming to Minnesota schools this fall for kids as young as 4.” The record: the dolls are a real project of the University of Minnesota Medical School’s Eli Coleman Institute for Sexual and Gender Health, developed with university innovation-fund support and described by its creators as a therapeutic tool for clinicians and educators. The U.S. Department of Education has opened an investigation. But the state agency that actually runs Minnesota schools says otherwise: the governor’s office told Newsweek the project “was not developed or funded by the Minnesota Department of Education and is not being implemented in Minnesota schools under the Walz administration.” We found no record supporting a fall classroom rollout. A university product being “available to educators” is not a school curriculum.
“7 MILLION families” (August 3). Emmer’s official account: “7 MILLION families have already signed up for Trump Accounts.” Treasury’s own figure is approximately 7 million children — the accounts are per-child — and Treasury data indicates roughly 1 million accounts have actually claimed the $1,000 federal deposit. The smallest gap of the four, but the unit matters, and sign-ups outnumber funded accounts about seven to one.
What He Didn’t Mention
The August 11 primary, now eight days away. Neither account acknowledged his Republican challenger, Mike Foley, at any point in the window — though Emmer found time to endorse Republicans in primaries in Florida and Missouri.
The bipartisan funding deal. On August 2, Senate Appropriations chair Susan Collins (R) and vice chair Patty Murray (D) unveiled a continuing resolution through December 11, ahead of the September 30 shutdown deadline. The House must reconcile its own version. No comment from the House Majority Whip’s accounts.
Any event, business, parade, or constituent in the Sixth District. Eleven days, 43 posts, zero district appearances announced.

Your July 30 statement refers to “Walz’s Pardon.” The pardon was granted by the three-member Minnesota Board of Pardons — which includes the Chief Justice of the Minnesota Supreme Court — and was reportedly supported by the victim. Do you consider those facts relevant context, and why did the statement omit them?
Your August 3 post says Arnold Kubei “stole $36.2 million.” Are you aware of criminal charges filed in the matter beyond the administrative suspensions the Minnesota Department of Human Services initiated in April? If so, in what court?
Your official account amplified the claim that “MyGenderDolls” are “coming to Minnesota schools this fall.” The Minnesota Department of Education says the project is not being implemented in Minnesota schools. What is your source for the claim as amplified?
Your August 3 post says “7 MILLION families” signed up for Trump Accounts. Treasury’s figure is approximately 7 million children, with roughly 1 million deposits claimed. Will your office correct the unit?
You appeared on Fox Business, Fox News, and a think tank’s radio show during the first eleven days of recess.
